簡(jiǎn)要規(guī)則描述：為加強(qiáng)浦東新區(qū)供水水質(zhì)管理，本項(xiàng)目擬通過(guò)競(jìng)爭(zhēng)性磋商的方式選取合格的供應(yīng)商對(duì)區(qū)域內(nèi)供水水質(zhì)進(jìn)行檢測(cè)，對(duì)轄區(qū)內(nèi)原水、出廠水、管網(wǎng)水(二次供水）做好全過(guò)程水質(zhì)監(jiān)測(cè)，確保真實(shí)、全面、及時(shí)的掌握新區(qū)的水質(zhì)動(dòng)態(tài)，保障供水水質(zhì)安全。（具體詳見第三章采購(gòu)需求書）

Brief Specification Description:?In order to strengthen the management of water quality in Pudong New Area, this project plans to select qualified suppliers through competitive negotiation to test the water quality of the water supply in the area. The entire process of water quality monitoring will be carried out for raw water, factory water, and pipeline water (secondary water supply) in the jurisdiction to ensure a true, comprehensive, and timely grasp of the water quality dynamics in the new area and ensure the safety of water supply quality. (Please refer to Chapter 3 Procurement Requirements for details)

二、申請(qǐng)人的資格要求 2. Qualification Requirements for Suppliers

(a)滿足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定；

(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目是專門面向中小企業(yè)采購(gòu)，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；

(b)Qualification requirements to be met to implement government procurement policies:?1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本項(xiàng)目的特定資格要求：（1）未被“信用中國(guó)”（******）、中國(guó)政府采購(gòu)網(wǎng)（******）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購(gòu)嚴(yán)重違法失信行為記錄名單；
（2）須具有省級(jí)或直轄市及以上質(zhì)量技術(shù)監(jiān)督主管部門頒發(fā)的檢驗(yàn)檢測(cè)機(jī)構(gòu)資質(zhì)認(rèn)定證書(CMA)資質(zhì)和CNAS實(shí)驗(yàn)室認(rèn)可證書。
（3）本項(xiàng)目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:?(1) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (****** gov.cn) and China Government Procurement Network (****** gov.cn); (2) Must have a Certificate of Qualification for Inspection and Testing Institutions (CMA) issued by the quality and technical supervision department at or above the provincial or municipal level, as well as a CNAS laboratory accreditation certificate. (3) This project does not allow subcontracting.
