Brief specification description or basic overview of the project:?According to the "Guidelines for Comprehensive Land Consolidation in Shanghai (Trial)" (Hu Gui Yuan Zi Xiang [2022] No. 349), comprehensive land consolidation management will be carried out in Huinan Town. Please refer to "Chapter 2 Project Bidding Requirements" in the bidding documents for details.

二、申請(qǐng)人的資格要求 2. Qualification Requirements for Bidder

(a)滿(mǎn)足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策；（2）強(qiáng)制采購(gòu)節(jié)能產(chǎn)品、環(huán)境認(rèn)證產(chǎn)品政策、鼓勵(lì)節(jié)能政策、鼓勵(lì)環(huán)保政策、支持監(jiān)獄企業(yè)發(fā)展政策、殘疾人福利性單位政策、購(gòu)買(mǎi)國(guó)貨政策。

(b)Qualification requirements to be met to implement government procurement policies:?(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises; (2) Compulsory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products.

(c)本項(xiàng)目的特定資格要求：（1）本次招標(biāo)需要網(wǎng)上投標(biāo)，投標(biāo)人必須獲得上海市電子簽名認(rèn)證證書(shū)（CA認(rèn)證證書(shū)）；
（2）具有有效的營(yíng)業(yè)執(zhí)照或相關(guān)證件；
（3）投標(biāo)人具備相關(guān)行政主管部門(mén)頒發(fā)的城鄉(xiāng)規(guī)劃編制乙級(jí)及以上資質(zhì)；
（4）具有承接本項(xiàng)目的人員、設(shè)備、場(chǎng)所等相關(guān)條件；
（5）報(bào)名截止之日前三年內(nèi)，在政府采購(gòu)活動(dòng)中無(wú)不良行為記錄；
（6）公司資產(chǎn)狀況良好，依法繳納稅收和社會(huì)保障資金，具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度；

(c)Specific qualification requirements for this program:?(1) This bidding requires online bidding, and bidders must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having a valid business license or relevant documents; (3) The bidder has the qualification of Grade B or above for urban and rural planning compilation issued by the relevant administrative department; (4) Having the personnel, equipment, location, and other relevant conditions to undertake this project; (5) Within the three years prior to the registration deadline, there is no record of any misconduct in government procurement activities; (6) The company has a good asset condition, pays taxes and social security funds in accordance with the law, has a good commercial reputation, and a sound financial accounting system;
