Brief specification description or basic overview of the project:?To provide special security services for the Pudong New Area Mental Health Center in Shanghai, the project involves job liquidation, with a total of 9 job sites. The work schedule is based on the specific needs of the hospital (please refer to the job setting list). Bidders should fully consider the job/personnel ratio in this bidding quotation (such as job rotation, leave, meals, and other possible situations that may leave the post, as well as fully consider factors such as statutory working hours) to adapt a sufficient number of security personnel to meet the job requirements. (Please refer to Chapter 5 Procurement Requirements for details)

合同履約期限：本項目一次招標三年有效，合同簽訂采用一年一簽，年度考核合格后進行合同續簽。本次投標報價所涵蓋的服務期限為1年。

The Contract Period:?This project is valid for three years in a single bidding process, and the contract is signed annually. After passing the annual assessment, the contract will be renewed. The service period covered by this bidding quotation is 1 year.

二、申請人的資格要求 2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購，評審時中小企業產品均不執行價格折扣優惠。（2）殘疾人福利性單位，并將其視同小微型企業。

(b)Qualification requirements to be met to implement government procurement policies:?(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)本項目的特定資格要求：（1）符合《中華人民共和國政府采購法》第二十二條的規定；
（2）未被“信用中國”（******）、“中國政府采購網”（******）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
（3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
（4）具備公安部門核發的有效的《保安服務許可證》；
（5）本項目不允許轉包。

(c)Specific qualification requirements for this program:?(1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; (2) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (****** gov.cn) and "China Government Procurement Network" (****** gov.cn); (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Having a valid Security Service License issued by the public security department; (5) This project does not allow subcontracting.
